[NSPF-174489] PCEP IPv6 Support

Release introduced: 24.11

In NSP Release 24.11, users have the ability to specify IPv6 addresses when defining LSP source, destination, and intermediate hops. This is in addition to previously-supported IPv4 addresses. Existing APIs will return the same information for IPv6 addresses as they did previously for IPv4 addresses.

Visualization of multi-topology ISIS (MT=2) is supported for non-congruent IPv6 topologies.

In NSP 24.11, a Router ID must be specified for non-congruent IPv6 topologies.

IPv6 Unnumbered Interfaces impact the consistency of the traffic engineering information.

BGP EPE does not support between IPv6 neighbor.
