Seamless bidirectional forwarding detection

Seamless BFD avoids the negotiation and state establishment for BFD sessions, primarily by pre-determining the session discriminator and distributing the discriminators to remote network entities. This allows client applications or protocols to more quickly initiate and perform connectivity tests.
