[NSPF-428279] Product artifacts to use new Network Intents engine and best practices to achieve 100% SROS

This feature extends the Service Management framework to support site-based artifacts alongside unified service artifacts. The site-based artifacts allow for the decomposition of services into separate parts (per site), which provide better handling of very large multi-site services, and also enable more granular control per site audit/align.

The classic SROS attribute coverage the site-based artifacts provide is the same as unified artifacts. Coverage will increase in future artifact releases.

The site-based artifacts provide 100% attribute coverage for MD SROS and SRL, and would be the default artifact for customers using only MD SROS/SRL.

Support of third party is possible with either with a separate site-based artifact based on the third party device model, or extended/augmentation of the SROS site-based artifact if a unified model is required.

The site-based artifacts have been developed with the latest Intent Manger engine (graal) and follow best practices to enable improved coding experience.

Utilizing the latest config form development tools within the Network Intents enables the UI user to have different config forms, which they can use based on - for example - the role of the site they are creating (Mobile Backhaul, Aggregation, Core, Hub site, etc).

This epic introduces the SchemaForm Sandbox. The sandbox can be accessed via a direct URL or from the Workflows or Network Intents views.

Users can use the schemaform sandbox to become familiar with how the components and models work and to view readme documentation for schemaform components. For more information, see the Network Developer Portal.
