[NSPF-435571] Device Configuration: Blueprint configs for templates

Centralized policy management is fundamental to efficient network operations. This epic introduces blueprint templates.

A blueprint is a type of template that can be used to apply changes to all its deployments at once, similar to a global policy in NFM-P.

It provides the ability to:

- reduce operational effort (OPEX) by creating and managing configurations at scale, independent of network element type or mode

- minimize configuration errors through standardized definitions applied consistently across the network

- support controlled divergence, allowing local variation where required without losing alignment

- verify and correct configuration drift through audit and alignment mechanisms

- maintain consistent inventory visibility across the network

[NSPF-494489] Onboarding available for non-Utilities NSP

Release introduced: 26.4

Starting in Release 26.4, the Onboarding Wizard will be available for admin users when logging on for the first time. The wizard will provide a simplified setup of NSP for first-time users, and can be dismissed if not needed. This is the same user experience that is part of the Enterprise versions of NSP.
