UQ mode

In this mode, the server enqueues all requests bound for the client. When the client connects, these requests will be sent to the client over UDP.

The UQ mode is supported for devices that only connect intermittently such as Cat-NB1, CatM1 or LORAWAN as the device will check in to determine the availability of a notification.
