A module_id will only be allocated when the first ArpEntry is added (freed when last is removed) but is owned exclusively by that network interface. A network interface may require more than one module_id - i.e. if there are 245 ArpEntries on ethernet-1/1 (possibly spread across multiple network-instance interfaces) then 3 module_ids are required.
