Buffer allocation profiles for subinterfaces

To enable subinterface queuing, you must assign a buffer allocation profile to a subinterface. Similar to interface buffer allocation profiles on 7250 IXR platforms, the subinterface buffer allocation profile defines values for MBS (but not CBS).

By default, when a buffer allocation profile is applied to a subinterface, a set of eight queues is always allocated to the subinterface. All eight queues are allocated regardless of the number of queues defined under the qos queues context.
